As the number of Jetpack modules grew over the years, we made the decision to simplify our Settings interface by activating our most popular modules by default and removing them from the Settings interface.
If you still want to control whether or not these popular modules are on or off, or you simply want to control all of Jetpack’s modules from one page, visit [your-site]/wp-admin/admin.php?page=jetpack_modules (or use the “Access the full list of Jetpack modules available on your site.” link on Jetpack’s Debug page, which is linked to at the bottom of every Jetpack page).
